For the last two years (maybe more?) Hail Mary Jane has been documenting the city-by-city strategy re-legalizing cannabis across the nation. The smaller the political entity — city, county, borough — the greater the impact of the legions calling for legal cannabis. New leaders are responding to new demands of their citizens. Even in the face of continuing statewide prohibition local localities are removing the stigma from cannabis. This is evidence that the coming change will be real and organic — because that change is growing from the bottom up.
The most recent volunteer in the city-by-city strategy is East Lansing, Michigan.
Members of the city council in East Lansing, Michigan (population 49,000) have voted 4 to 1 in favor of a municipal ordinance that eliminates criminal and civil penalties pertaining to the private possession and use of cannabis by those age 21 and over. Similar local measures are in place in several other Michigan cities, including Detroit, Flint, and Lansing. However, each of those measures was decided by voter initiatives, not by a city council vote.
The East Lansing ordinance reclassifies minor marijuana possession violations for those under the age of 21 to a civil violation. Under state law, the possession of any amount of cannabis is classified as a criminal misdemeanor, punishable by up to one-year in jail and a $2,000 fine.
Still a civil violation? Baby steps, baby steps — but in the right direction.
